When the noisy town of La Paz elects a new mayor that bans singing because it is too noisy, some of the townspeople leave, while many comply. Then Rooster enters the town, sings regardless of the consequences, and the Mayor, to his dismay, cannot stop the rooster from singing, despite caging and threatening him. This book, suitable for K-7 classrooms, could begin a look at individual rights and freedoms, initiate discussion about the consequences and risks of speaking out against oppression and dictatorship, and introduce how systems of government vary in their respect for human rights and freedoms. The illustrations identify the intensity of the conflict.
